Health check: backup job reports success hourly; bucket quota and cost metrics — proves the bucket accepts writes and is inside quota. Self-reported: nothing outside the service confirms it.
Blind spot: A successful upload is not a verified restore. Only the quarterly drill proves this tier works.

Without it: Nothing serving is affected. The estate is running without a disaster-recovery copy until it returns, and the exposure grows by exactly the outage length.
